will a NON HD blind scanning STB be able to pick up an HD 4:2:0 feed in either S2 or MP4 but just DECODE it?
ie does it find them in the first place, or cannot even find them, in a format it can't understand...?

My none hd, none blindscan technomate does not find transmissions in dvb-s2 hdtv at all. So I would think a blindscan, none hd receiver would not find them either

yeah mine too mate, BUT i think a blindscan might act differently, as it pulls in an ACTIVE transponder, and at that stage i dont think it cares about what format is in, i might be wrong tho.

Blindscan simply mean the ability to clock the symbolrate (auto-SR in popular tongue).
If the hardware is non DVB-S2 compliant, it will not tune DVB-S2 period. In other words, a DVB-S compliant receiver (with our without auto-SR capabilities) will only tune DVB-S. It can never tune/demodulate DVB-S2 carriers.
