My friend is in UAE and noticed that card for around $36. I know it needs dedicated receiver, but still, what packages are open now?

It opens the following:
Jsc 1-10 7w
Art 7w
Dutch 19e
Depending on which box you get, any box that as Ky*g S/W no longer support the card. Any box that is supported by Mo*esat is ok and if you do have a box that is Ky*g S/W you can upgrade the card with the Mo*esat box after you have loaded Ky*g's latest file.
The boxes themselves open other channels like 1w, 13e (s1 channels).

No, they have to be paired with a Mo*esat box ( Echolink 3020 etc )
