Dead TT one XL

My sons tomtom one xl will not boot up any more, have tried all the fixes I can find fully charge battery/ hard reset etc but still a blank screen just the green charging light showing when connected to power or PC, if the battery is completely dead would tomtom boot from USB power any ideas on this?

Thanks for your reply have read about the charger fault am looking for repair quotes just now.
