Help Activating Iphone 3gs

Found an iphone on the street today laying by the roadside front glass smashed but touch screen fully working. Its asking to be activated but wont take my sim card but need one from the locked carrier which is a french carrier.
Is there any way i can activate the phone without a sim card??

m8 my advice...hand it in to lost and found... 'all' iPhone can be traced !

Have no problem with it being traced, if the owner comes forward ill be more than happy to return it to him. Lost and found is useless in London, if the phone was in working order when i found it i would have called the last dialled numbers as i have done in the past and hand it to one of them. The front glass is completely smashed and i had to "recover" it on itunes before it would even get the emergency call screen. The original sim card has a pin so cant use that.
If anybody knows of a way i can bypass this activation screen or use a different sim to activate it, it would be appreciated.

But you know which provider the SIM is from so they can trace the owner from details printed on the SIM.

You never know you might get a reward.
