Reuters has moved on SES4?

Any one know where Reuters News Service has gone to on SES4?
Information page on the old frequency (10985) says:

PLEASE RETUNE RECEIVERS TO 11653 @ 14.3MS/s FEC 3/5.

I have tried scanning the new frequency but nothing found.

What does "14.3MS/s" mean? I tried setting the symbol rate to 14300 + tried V & H, nothing?
