does anyone know about the rec i am talking about, namely vu+ solo 2 se hd

when I turn on box their is person talking in the background

its annoying is any clue about turning off the sound.

Unfortunately I think the VU+ Solo 2 SE is a clone, genuine VU+ receivers include the VU+ Solo 2 or the VU+ Solo SE, not a VU+ Solo 2 SE.
You should consider getting a genuine VU+ receiver, as you get what you pay for:

its the audio track for the disabled, known as NARrative (narrative) or NAR for short

change the audio options to turn it off (same feature on all similar receivers, especially linux receivers)

its certainly NOT annoying for blind people, or those with sight problems
