under system
file manager
on the right hand side navigate to your usb and your file
on the left hand side navigate to
profile directory > playlist > video
select your file and copy it to the video folder

exit to home
video > playlist
and see your file
play it

you just renamed it
you have not changed the file extension

whatever.strm

not

whatever.strm.txt

on your pc
tools > folder options > view
you need to untick
hide extensions for known file types
save

rename it

thanks for the help ozzsurf,,, much appreciated.

i dont know what the issue was,,,i tried the usb flash drive in another box runnng kodi and the file showed up,,,,,also pasting the you tube link into the file dosent work....it needs to be like the following " plugin://plugin.video.youtube/?path=/root/video&action=play_video&videoid= "

after the = you need to place the youtube video id
now to look for a way to show icons for the videos..,also multiple links can be used in the .strm file

yes your right about only the youtube links
written like this
plugin://plugin.video.youtube/?path=/root/video&action=play_video&videoid=
with the strm file

I don't use the kodi player with kodi
I use vlc as the player with kodi
so I still use
the youtube link written like this in the .strm file

https://www.youtube.com/watch?v=CbyYPEhlxoU
as with all the addons the streams from kodi open in vlc
reason I use vlc I can see the real stream url of any stream
and use that as I wish

to show icons for the videos
you have to make a NFO file

http://kodi.wiki/view/NFO_files

for multiple links

#EXTM3U
#EXTINF:-1,youtube1
plugin://plugin.video.youtube/?path=/root/video&action=play_video&videoid=6as8ahAr1Uc
#EXTINF:-1,youtube2
plugin://plugin.video.youtube/?path=/root/video&action=play_video&videoid=ZcUIpoInaS8
#EXTINF:-1,youtube3
plugin://plugin.video.youtube/?path=/root/video&action=play_video&videoid=ym4uVS-5tSA

save as .m3u
and add to kodi video playlist
