icecrypt 1600chd not booting

i have a icecrypt 1600chd when i plugin the power supply the first green light comes on but thats it.
So i guess thats just the power light but i dont think its boot up?Any way to fix this?

Unplug the box from the mains.
Plug in the box to the mains and a green light should appear.
Wait until a red light appears.
Press the red power button on the remote and wait 29 seconds until two green lights appear.
It is now booted up!
