Can these S2 cards be cloned in anyway or can an inactive card be re-activated ??

No. It is version 7.6 and AFAIAA this has not been cracked.

It has been cracked (7.6 version, don't know about TUTV cards though) but it's not 100% public. And you have to crack the exact card you want (not simply 7.6, but a 7.6 by TUTV otherwise it's useless). However, it can't be cloned.
