phone cut off.

My m8 phone was cut of as he was just going to use his mobile,been off now
for about 6wks,then just the other day his phone started ringing,he could not
believe it,so as from now he has his phone free,can anyone help us with this
good probs.He wants to make money with the prem numbers.
so my good clever friends can u point us in the right direction.
