Blue on off cable Humax 5400z

Does anyone know if you can still turn the humax 5400z on without the blue on off cable that connects to the power supply, as I have just had a repair to the power supply and the guys sent it back without it.

what blue on off cable?
the blue neutral cable? if so no it will not do anything!
if its the cables going to and from the power switch no as well unless the contacts on the psu where they are normaly attached are shorted out (if memory servers me right tho these cables are black!)
