 What sort of mount is it? You can adjust elevation for the mount or the dish. Mount elevation generally depends on your latitude. If it's a simple fixed mount the dish elevation will again depend on your latitude and the tuype of dish - prime focus require greater elevation than off-set focus. Assuming it's an off-set with off-set angle 23° your dish elevation should be ~30°. So the reading could be 30° or 7° (30°-23°). This is for Cardiff which is near me and at latitude ~52°N.

best wishes m8

maybe you are right and post 1 is wrong ? , for all we know he may have wrote in e instead of w ?

as for the dish details , doesnt matter what is on a fixed dish , just line it up and lock it up

 Based on Dishpointer.com 28°E has an elevation of 24° and 7°e 28°. So I would add 4° to your setting and then swing the dish to 7°E and fine tune but a meter is essential for this!
