is it possible to get from 1w 13e 16e 19e on a 1mtr dish using multiple lnbs here in n.ireland or even round as far as 28e

Yes use triax 1.1mtr dish with multi bracket.

You will find 16.0e hard to get between 13.0e and 19.0e because its so close though.
