Does this mean that TV vlaanderen is actually open, or how else should these keys be used?

Not for mosced, there are a few seca channels, Mezzo, Trace Tv, Sailing channel (i'm not sure if there are any more) which are viewable under provider id 006a.

most of TVVlaanderen is in seca3 or going to switch, some very basic channels are left in irdeto:
Your STB should show:
NED1, 2, 3, Een, Canvas, Animal Planet, Veronica, TV Oranje, TMF, Sport 1, ...

by 6 October (https://www.satpimps.co.uk/showthread.php?t=115403) the switch over should be complete.
what is opened on MOSC is most likely the seca2
