can a dm500s be a client in a card server and then be a server to send the same codes to an another dreambox?

yes it can, but only if you got reshare rights to share one hop on from you.

can he know if i do it? or i can't do it if he doesn't let me?

If you allow re share on your C line your client will be able to tell.
You have total control of your own share.

he is not asking about his own share , he is asking if he can
reshare the card he is using and thats all up to the owner
of the card , how he has configured his server .
