Cant create directory/folder/file on /etc ?????

Can someone please help me , why i can not create anything inside /etc or /usr on my receiver ?The only place i can modify is /var ????
I have used Dcc , Filezilla , Winsc.....for FTP but nothing....i am always getting messages like ''Failed to create directory''i can not drag & drop, can not copy-paste, cant create...............

try using var/etc , not etc

var and its sub-folders isnt protected but the rest are
